Dear Director Comey,

The Polish American Congress, and the Polish American community it represents, were appalled

by your recent comment at the Holocaust Museum Annual Dinner in which you presented Poland

as a Nazi collaborator with full complicity in the horrors that Nazi Germany imposed on Poland

and surrounding countries during World War II. We consider your words to be strongly offensive

to Poland and all people of Polish descent both in the United States as well as those living

throughout the world.

Your remarks were not only grossly inaccurate but also hurtful. Poland never collaborated with the

Nazi German occupiers. On the contrary, Polish citizens operated the largest opposition

underground of any occupied country. Furthermore, the Holocaust Museum itself holds an exhibit

on the “Righteous Among the Nations” – individuals of all nations recognized by Yad Vashem for

helping Jews during World War II. You may notice there that Poles constitute by far the

largest group of all, and that despite the fact that in Poland, and only in Poland, helping Jews was

punished by death not only for the person who directly helped, but also for their entire family:

spouse, children, parents, even extended family. Your remarks were an insult to all of them, and

countless others who fought against Nazi oppression.

We are saddened that an individual of your stature has just created so much damage to the good

image of Poland, its people worldwide, as well as to historical accuracy of Poland’s role in World

War II.

We truly hope that you own up to your mistake and will offer a public apology, published in the

Washington Post, addressed to the Polish American community and to the Republic of Poland for

your recent, grossly offensive and inaccurate choice of words.

Dear Director Comey,

The executive board and members of the Polish American Congress- Michigan Division, along with Polish Americans of our state, found your imprudent and rash remarks at the Holocaust Museum Annual Dinner most offensive.

Where, in fact Poland, and the Polish nation were victims and suffered greatly under the German Nazi oppression and terror from 1939-1945, what you stated gave a most misleading picture, implying that they were part of the evil perpetrated on the Jews. It is widely documented that many Poles risked their own lives, and those of their families, to protect and rescue the Jews.

We, therefore, strongly insist that you rectify your recent, grossly inaccurate comments by making a public apology, and so in this way you would help to set the record straight on this subject.

Obwieszczenie nr 1 Konsula Generalnego RP w Chicago z 7 kwietnia 2015 r. ws. wyborów Prezydenta RP

Wybory Prezydenta RP odbędą się na obszarze USA w sobotę, 9 maja 2015 r. (w Polsce 10 maja br.) zgodnie z art. 39 § 6 ustawy z 5 stycznia 2011 r. Kodeks Wyborczy (Dz.U. Nr 21, poz. 112 z późn. zm.) oraz wydane na jej podstawie przepisy wykonawcze.
Obywatele polscy, przebywający w dniu wyborów za granicą, będą mogli wziąć udział w głosowaniu, jeżeli posiadają ważny polski paszport oraz zostaną wpisani – na podstawie osobistego zgłoszenia – do spisu wyborców sporządzonego przez konsula właściwego terytorialnie dla miejsca pobytu wyborcy.

Powyższy wymóg wcześniejszego wpisania do spisu wyborców nie dotyczy wyborców posiadających zaświadczenie o prawie do głosowania otrzymane z Urzędu Gminy w Polsce (lub innego konsula). Osoby stale zamieszkałe w kraju, wyjeżdżające za granicę, mające zamiar wziąć udział w głosowaniu za granicą, powinny zaopatrzyć się przed wyjazdem w zaświadczenie o prawie do głosowania.

Ponadto, zgodnie z art. 51 § 3 Kodeksu Wyborczego obwodowa komisja wyborcza dopisze w dniu głosowania do spisu wyborców również obywatela polskiego stale zamieszkującego za granicą, a głosującego w kraju na podstawie ważnego polskiego paszportu, jeżeli ten dokumentuje, iż stale zamieszkuje za granicą. W takim przypadku komisja odnotowuje numer paszportu oraz miejsce i datę jego wydania w rubryce spisu “uwagi” oraz umieszcza w paszporcie na ostatniej wolnej stronie przeznaczonej na adnotacje wizowe odcisk swojej pieczęci i wpisuje datę głosowania.

Zgłoszenia do spisu wyborców, prowadzonego przez Konsulat Generalny RP w Chicago (stany: Arkansas, Illinois, Indiana, Iowa, Kansas, Luizjana, Michigan, Minnesota, Missouri, Nebraska, North Dakota, South Dakota, Wisconsin) najszybciej i najwygodniej jest dokonać poprzez wypełnienie formularza rejestracyjnego na stronie internetowej:

Uwaga: system internetowej rejestracji został oddany do użytku z dniem 9 kwietnia br. Zgłoszenie można również wnieść do konsula ustnie, pisemnie (wypełniając załączony FORMULARZ), telefonicznie, telegraficznie, telefaksem lub pocztą elektroniczną z dopiskiem „wybory”. Należy pamiętać aby podać wszystkie posiadane dane wymienione z załączonym FORMULARZU.

GŁOSOWANIE OSOBISTE

Głosowanie w obwodach głosowania utworzonych za granicą w wyborach
Prezydenta RP, odbywa się w lokalu obwodowej komisji wyborczej w ciągu jednego dnia, bez przerwy, między godziną 7.00 a 21.00 czasu miejscowego (7 A.M– 9 P.M).

Zgodnie z rozporządzeniem Ministra Spraw Zagranicznych z dnia 27 marca 2015 r. w sprawie utworzenia obwodów głosowania w wyborach Prezydenta RP dla obywateli polskich przebywających za granicą (Dz.U. poz. 471, dostępne na stronie internetowej PKW http://pkw.gov.pl/g2/oryginal/2015_04/f1525460bce1f47a1740aefd88c7f1ce.pdf) tworzy się następujące obwodowe Komisje Wyborcze w okręgu konsularnym KG RP w Chicago:

GŁOSOWANIE KORESPONDENCYJNE
Jednocześnie informujemy, że możliwe jest głosowanie korespondencyjne. Wyborca stale zamieszkały za granicą oraz wyborca stale zamieszkały w Polsce, a przebywający czasowo za granicą, może głosować korespondencyjnie. W tym celu powinien dokonać u właściwego konsula zgłoszenia zamiaru głosowania korespondencyjnego.
Zgłoszenie powinno zawierać:

nazwisko i imiona,
imię ojca,
datę urodzenia,
numer ewidencyjny PESEL,
adres zamieszkania lub pobytu wyborcy za granicą,
adres zamieszkania wyborcy w kraju, tj. miejsce ujęcia w rejestrze wyborców (w odniesieniu do osób przebywających czasowo za granicą),
numer ważnego polskiego paszportu oraz miejsce i datę jego wydania,
adres, pod który ma zostać wysłany przez konsula pakiet wyborczy zawierający kartę do głosowania.

Zgłoszenia dokonuje się najpóźniej 27 kwietnia 2015 r.

Dla celów głosowania korespondencyjnego ustalono następującą obwodową komisje wyborczą:

ZAŚWIADCZENIE DO GŁOSOWANIA

Na żądanie osoby uprawnionej zmieniającej miejsce pobytu, konsul na podstawie spisu wydaje zaświadczenie o prawie do głosowania w miejscu pobytu w dniu głosowania, w tym na terytorium RP. Z zaświadczeniem takim można głosować w dowolnym obwodzie głosowania w kraju, za granicą lub na polskim statku morskim.

Wniosek o wydanie zaświadczenia o prawie do głosowania składa się konsulowi, który sporządził spis wyborów, w którym wyborca jest ujęty. Wniosek należy złożyć najpóźniej w 2 dniu przed dniem wyborów, tj. do dnia 8 maja 2015 r. Zaświadczenie o prawie do głosowania wyborca odbiera za pokwitowaniem osobiście albo przez upoważnioną pisemnie osobę.

W przypadku upoważnienia innej osoby do odbioru zaświadczenia wyborca sporządza wniosek o wydanie zaświadczenia i upoważnienie (może to być jeden dokument), w którym wskazuje swoje imię (imiona) i nazwisko oraz numer PESEL oraz dane osoby upoważnionej do odebrania zaświadczenia.

Wyborca, któremu wydano zaświadczenie o prawie do głosowania, zostanie z urzędu skreślony ze spisu wyborców sporządzonego przez konsula.

Należy zwrócić szczególną uwagę, aby nie utracić zaświadczenia o prawie do głosowania. W przypadku jego utraty, niezależnie od przyczyny, nie będzie możliwe otrzymanie kolejnego zaświadczenia, ani wzięcie udziału w głosowaniu w obwodzie, w którym uprzednio było się ujętym w spisie.

Anna Bańkowska leads Polish American Congress Michigan Division

Anna Bańkowska was elected the President of the Polish American Congress Michigan Division (PAC-MI) at the annual membership meeting on Saturday, March 14, at the PNA Hall in Hamtramck.

Bańkowska was the only nominated candidate for the position of PAC-MI President. Mariusz Szajnert, who was the PAC-MI President for the last eight years decided not to run.

Bańkowska is following the footsteps of her father, Kazimierz Olejarczyk, who passed away last year. Mr. Olejarczyk devoted his entire adult life to Polish American Congress (for 16 years her served as the President of the organization).

The election of officers and board members was conducted by the Nominating Committee led by Hon. Judge John Chmura.

Barbara Lemecha was elected Executive Vice President, while Barbara Gronet and Christopher Adamczyk were elected as Vice President for American and Polish Affairs. Tomasz Wolski will again serve as the Treasurer.

Anna Huk-Glaeser was elected Recording Secretary (for Board Meeting) and Donna Bielecki will assume the position of the Recording Secretary (for Membership Meetings). Jolanta Bujny will serve as the Corresponding Secretary.

19 individuals were nominated for the position of State Directors. They all accepted the nomination. Barbara Gronet, while accepting the nomination for VP for American Affairs, withdrew her nomination for State Director position. And since the by-laws of PAC-MI states that the body of State Directors comprises of 18 individuals, there was no need for voting. The elected State Directors are: Władysław Bańkowski, Joan Baritche, John Baritche, Jerzy Czaja, Frank Dmuchowski, Anita Dul, Andrzej Jakobek, Stanisława Jakobek, Richard Lapham, Edward Nizienski, Francine Nizienski, Jerzy Różalski, Thomas Schemanski, Stella Szczęsny, Jane Tylenda, Mary Ellen Tyszka, Mirosław Wawrysz i Stefan Żmuda.

The Audit Committee (comprising of five people) received only two nomination (Anita Dul and Edward Maska) in the time permitted. The nominating committee asked for nominations from the floor. Richard Lapham, Jane Tylenda and Waldemar Raczkowski were nominated. They accepted the nominations, thus becoming the members of the Audit Committee.

The PAC-MI is allowed to have three National Directors (based on organizations that are members of PAC-MI). There were six nominations received. Through the voting process three with highest number of votes were: dr. Zdzisław Jurek, Jerzy Różalski and Thaddeus Radziłowski.

Mass Commemorating Smolensk Polish Aircraft Victims, Katyn Forest Massacre Victims

On Thurday, April 9, at 7:00 pm a Mass will be celebrated at St. Faustina Church in Warren (14025 E Twelve Mile Rd, Warren, MI 48088) to commemorate the fifth anniversary of the Smolensk Polish Aircraft Victims. The Mass, organized by the Michigan Division of the Polish American Congress, will also pay tribute to Katyn Massacre victims. Fr. Bogdan Milosz, the pastor of St. Faustina Parish, will celebrate the Mass.
The 2010 Polish Air Force Tu-154 crash occurred on April 10, 2010, when aircraft crashed near the city of Smolensk, Russia, killing all 96 people onboard. These included Polish President Lech Kaczynski and his wife, former President Ryszard Kaczorowski and other officials and members of Polish clergy. The flight was conducted for the purpose of taking many high ranking Polish officials to ceremonies marking the 70th anniversary of the Katyn Massacre.
The Katyn massacre was a series of mass executions of Polish nationals carried out by the People’s Commissariat for Internal Affairs (NKVD), the Soviet secret police, in April and May 1940.
